For this reason some countries have decided to block the marketing of the product on their territories.
Warner Bros. Games was, for example, forced to cancel the release of MK 11 on Indonesian territory, as confirmed by the tweet below.
Hello Marcellus! Mortal Kombat 11 will be released in the Indonesian market to ensure that we are compliant with local laws within that country. Our decision may be further reviewed at a later date.

It is likely that Indonesia is not the only country that will decide to "ban" the fighting game. It is also foreseeable that, in some territories, the title will be censored in some way.
